The
Public Fund Survey is intended to promote sound public retirement
system policies and administration by increasing transparency
and understanding of the public retirement system community.
More than 85 percent of all state and local government pension
assets and members in the U.S. are represented in the Public
Fund Survey. Survey data is taken primarily from retirement system
annual financial reports, and also comes from actuarial valuations,
benefits guides, and interviews with retirement system staff
members. |

What
is the Public Fund Survey? |
The Public Fund Survey is an online
compendium of key characteristics of 102 public retirement systems
that administer pension and other benefits for 12.8 million active
public employees and 5.9 million retirees and other annuitants,
and that hold more than $2.1 trillion in trust for these participants.The
membership and assets of systems included in the survey represent
more than 85% of the nation’s total public retirement system
community.
The survey is sponsored by the National
Association of State Retirement Administrators and the National
Council on Teacher Retirement and is maintained by Keith Brainard, Nasra
Research Director. |
Summary
of Survey Findings |
Most data in the survey is maintained
on a fiscal year basis and is updated as new information,
particularly system annual financial reports, becomes
available. In addition to annual financial reports,survey data also is
taken from actuarial valuations, benefits guides, systems, and
input from system staff.
All data collected in the survey is classified as
either “system” data
or “plan” data. Every system in the survey has at least one
plan; some systems have more than one. In cases of systems with multiple
plans, separate plans typically are established for different employee
groups, such as local government employees, public safety personnel,
judges, and elected officials. In some cases, retirement systems combine
all employee groups into a single plan, but may provide different benefit
levels for different
groups. The survey covers 101 systems and 125 plans. Smaller plans for
narrow employee groups, such as legislators or judges, typically are
not included in the Public Fund Survey. Plan data is included for approximately
98% of participants in the systems that are included in the survey.
